This piece has teeth molded along its outer edge, allowing it to mesh with a gear that drives the pitman arm (refer to diagram above). The steering wheel is linked to a threaded shaft, much like a bolt, that inserts into the hole in the metal piece. As the steering wheel rotates, it causes the shaft to spin. Rather than pushing deeper into the block like a standard bolt, this shaft is constrained in place, so its rotation causes the block to shift, thereby moving the gear that steers the wheels.
